as far as I know
red monk are only on the way to Blackbelt shrine switch on Chotuku isolated area, once you entered there you can not get out from there unless you trespass the prohibition, by walking too fast or die there...
that place also can be passed only once in a life time, so make sure you take some picture, before you left
